The U.S. Department of Commerce raised the final countervailing subsidy rate on hardwood and decorative plywood from China to 88.96% from the preliminary 81.34%, while retaining the dumping margin at 187.27%. The final determinations apply from July 21, 2026. The increase in the subsidy rate amounts to 7.62 percentage points. The final 88.96% countervailing rate applies to 11 listed Chinese companies and all other Chinese producers and exporters. The department based the rate on facts available with adverse inferences after the mandatory respondents did not participate in the investigation. The corresponding antidumping cash deposit rate, adjusted for subsidy offsets, remains 185.96%. The 187.27% dumping margin and the 185.96% deposit rate apply to producer-exporter combinations that received separate rates and to the China-wide entity. If the US International Trade Commission confirms that the imports materially injure or threaten the domestic industry, the products could become subject to combined cash deposit requirements of 274.92%.
