Recent media articles on the potential of paper packaging to replace some of the single-use plastic items being banned in Canada, such as shopping bags and take-out food containers, miss the bigger picture of waste management and consumption in Canada. Some articles have shared concerns raised by some environmentalists about shifting from plastic to paper packaging materials, but they miss providing fact-based information on how paper packaging is made, how forests are managed in Canada, the function of packaging, the rise of consumption, and the role of the consumer. …In essence, all packaging materials – be it glass, metal, plastic, or paper – can be considered single-use, but it’s clear that some are more successfully recycled than others. Paper packaging is one of those successful examples. It has an established recycling system and end markets in place to capture used paper packaging.

Canada is one of the biggest exporters of recyclable paper to India, but along with that paper comes plastic waste

Canada is one of the biggest exporters of recyclable paper to India, but that paper is often contaminated with plastic waste, leaving a country struggling with its own waste management and pollution problems to deal with Canada’s dirty laundry. Muzaffarnagar is home to 30 paper mills, where recycled paper products are turned into books, newsprint, tissue paper and cardboard. The mills reportedly receive around 20,000 tonnes of imported waste paper a month. Much of that comes from Canada and the U.S. CBC News spoke with dozens of paper mill operators in Muzaffarnagar. They said the plastic waste in Canadian imports often exceeds the two per cent contamination limit permitted by Indian regulations, with some bales stuffed with huge quantities of hard-to-recycle plastic items like water bottles, packaging containers, and courier packaging. …Laissez-faire enforcement and a huge appetite for paper fiber means Canadian waste paper mixed with plastic often travels to Indian ports.

A Canadian standard that regulates formaldehyde emissions from wood composite panels that went into effect in January 2023, is undergoing an amendment process to address oversights in the standard. The oversights, according to the Health Canada government agency, deal with quality testing, record keeping, alignment with U.S. rules, and other issues. Following the publication of the Formaldehyde Emissions from Composite Wood Products Regulations (the Regulations), stakeholders alerted the Government of Canada (the Government) of a drafting oversight in the Regulations. Amendments are required to address the oversight regarding the quality control testing requirements for composite wood panel manufacturers and to clarify record-keeping, particularly for downstream supply chain regulated parties (e.g. retailers).

Many of Canada’s greenest apartments are ultra-affordable. Social housing providers have embraced the passive house standard

Think you can’t afford an eco-home? Some of Canada’s greenest apartments go for as little as $85 per month — thanks to social housing providers who have embraced energy efficiency standards and green building techniques. …And it’s already helping green building techniques spread to other types of construction and housing. From Whistler, B.C., to Windsor, Ont., to Halifax, N.S., there’s been a building boom in social housing that aims to meet the Passive House standard. …Mass timber is another form of green construction that some are also using — engineered wood panels and beams replace some components made of carbon-intensive steel and concrete in construction. The wood also stores carbon captured during the growth of the trees it came from. Because the panels and beams are pre-fabricated in a factory, construction is quick. Abla Tsolu, director of  housing at YWCA Kitchener-Waterloo, said that’s one reason her non-profit chose a mass timber.

B.C. building towards mass-timber industry

David Eby

When premier David Eby toured central B.C., including a long stop in each of Prince George, Quesnel and Williams Lake, mass-timber construction was a topic close to the surface everywhere he went. In Prince George, two of the topics he addressed were building homes for the homeless and building a surgical tower at the University Hospital of Northern BC. In Quesnel he toured various capital projects of the Lhtako Dene Nation. …Black Press asked Eby about this. He said, “The government has a specific strategy around mass-timber construction in the province. We have been prioritizing the use of wood, and engineered wood products, in government buildings. Our goal is to create that base economy for factories to be able to build up, to be able to provide those products to other projects across the province.”

Bob Simpson

Quesnel is at the centre of the mass-timber conversation. At the recent forestry think tank he helped organize, former MLA/mayor Bob Simpson summed it up when he said it was the only mathematical way the desired structures of the province were going to be built either on time or on budget “because there is no workforce.” When premier David Eby came to Quesnel last week… Simpson urged his former caucus colleague on the issue. “Mass-timber is not optional anymore, it is necessary. We need to get there as fast as possible, if you’re going to realize any kind of building objectives.” Simpson said the government’s plan for mass-timber is “aspirational” but the regulatory framework is missing. If the red tape was cut, mass-timber factories could pump out buildings that would be transported by train or truck to the needed locations and get snapped into place in a fraction of the time of traditional homes.

After working for years on the topic, Alex Boston crafted a resolution for the Union of BC Municipalities convention this autumn to kick the mass-timber game up a notch, in order to meet the construction needs of B.C. He knew from past experiences here that Quesnel was perhaps B.C.’s epicentre for wood manufacturing and would understand. The gist of the resolution was how these cutting-edge wood products should be a provincial government priority, since they could build bigger, stronger and faster than conventional lumber, much of it in a factory so components can be shipped to the building site and quickly assembled. …“We are only just starting to realize the gravity of this labour force construction constraint,” said Boston. “Over the next 10 years we have an estimated 38,000 retirees in the construction labour force, and we are only going to attract hopefully 20,000 at most. It will leave us with about a 20,000-person shortfall.”

California property owners are facing dwindling options to insure their home against wildfire after two major providers pulled out of the state citing worsening climate conditions. Earlier this month, Allstate confirmed it had quietly stopped offering new policies in the state because of increased climate risk and spiralling construction costs. A week earlier, State Farm released a statement saying California’s “rapidly growing catastrophe exposure,” rising construction costs and a challenging reinsurance market had combined to make new policies for homes and businesses untenable. …As Canada faces the worst wildfire season of the 21st century, the U.S. insurance industry’s pattern of retreat has not gone unnoticed by providers north of the border. “California provides a cautionary tale for us in British Columbia and Alberta,” said Aaron Sutherland, vice-president for the Insurance Bureau of Canada’s western and pacific regions. …Rates going up across much of Canada

A new mid-rise, mixed-use building project on the Sunshine Coast of British Columbia will boast North America’s first underground mass timber structure for vehicle parking, according to Massive Canada Building Systems.  The Port Moody-based company specializes in fabricating mass timber materials and modular building manufacturing. It has just secured the contract to design and build a single-level underground mass timber parkade at the 1.3-acre development site of 718 North Road in Gibsons.  Of course, underground parkades are typically built as reinforced concrete structures, but Massive Canada says it wants to challenge that assumption. They state that if mass timber structures — such as the tall trestle bridges in BC’s interior — are able to carry the weight of locomotives and freight trains and still stand a century later, a mass timber parkade can support a six-storey building.

Structural engineer Thomas Wu’s engineer and architect colleagues at Dialog Design architecture firm in Vancouver were asking how mass timber could be used in super-tall buildings in a way that is economical and sustainable enough for it to be more widely considered. Building codes currently allow for mass timber to be used in structures that are up to 18 storeys high. …Teams in Dialog’s offices across Canada peer-reviewed Wu’s ideas, which led to the company forming a 50-50 joint venture partnership with EllisDon Construction in Ontario. Together, they have developed and patented a hybrid timber floor system that combines the usual cross-laminated timber panels with steel and concrete. Wu says the system could potentially be used to construct a building of 105 storeys that has zero carbon footprint. Starting last year, they have been testing smaller versions of these.

Toronto’s Prime Seafood Palace (PSP), Canadian chef Matty Matheson’s restaurant, was conceived as a bright wooden sanctuary, juxtaposed against an otherwise inconspicuous brick building blending into its surroundings. Located at the heart of West Queen West, Prime Seafood Palace offers a culinary retreat from the lively streets of Toronto. The aim was to extend the refinement seen in Omar Gandhi Architects’ (OGA) residential projects to this commercial venture. The design centered around the use of wood and light. A neutral material palette, predominantly composed of white maple and brass, served as a backdrop for the main attraction: the unpretentious yet extraordinary cuisine crafted by the renowned Canadian chef. PSP further drew inspiration from Matheson’s East Coast roots and his admiration for Japanese and Scandinavian architecture. The restaurant’s menu reflects a deep respect for traditional steakhouse principles, presented with remarkable restraint.

When it comes to wood, celebrities are obsessed — at least that’s what viewers have gleaned from tours of their homes. RuPaul’s wooden sewing box was once owned by “the one and only” Ann-Margret Olsson, he said. The Department of Housing and Urban Development (HUD) estimates that about 33,100 veterans were homeless as of January 2022. To address the persistent problem of veteran homelessness, a bipartisan group of lawmakers has introduced a bill with grants that would facilitate the construction of LEED-certified tiny homes. The Housing America’s Veterans and Entrusting They Have Needed Services (HAVENS) Act proposes a pilot program that will establish five tiny home villages in the United States. …All units must be energy efficient, and while there are no set requirements for how they should be built, preference would be given to LEED-certified units made from materials including mass timber. …Eligible grant applicants include 501(c)(3) and 501(c)(19) nonprofit organizations as well as state and local governments. The bill would authorize $20 million in funding each year from fiscal year (FY) 2023 to FY 2028.

More and more hoteliers and restaurateurs are relying on wood as a material for a combination of feel-good atmosphere, nature, modern design and charming down-to-earthness. Guild master Friedrich Egger from the state timber construction guild is convinced that “building with wood stands for comfort and the highest quality”. According to Egger, the natural building material wood is rapidly gaining ground in the holiday hotel industry. Master wood builder Josef Rainer emphasizes that “the modern, constructive quality wood construction has absolutely nothing to do with the folkloric-kitschy lederhosen style of construction. It’s more about authenticity and modern zeitgeist.” Thanks to the high degree of prefabrication of the timber construction, tourism professionals can also benefit from shorter implementation times and only have to interrupt their operations for a much shorter time.

The latest report from the All-Party Parliamentary Group (APPG) for the Timber Industries, ‘Timber Construction: Barriers and Solutions’, provides a set of policy recommendations to expand low-carbon timber construction in the UK. Increasing the use of timber in construction has been recommended by both the Climate Change Committee and Environmental Audit Committee to decarbonise the UK’s built environment and achieve net zero by 2050. The report looks at how the government can achieve this through policies that increase demand for sustainable timber, increase the resilience of timber supply, tackle misconceptions about building safety and expand low-carbon construction skills. This latest APPG report complements the work of the Timber in Construction Working Group, which was set up by the government in 2021 to identify significant actions that should be taken to increase the number of timber structures built in the UK.

The Biden administration proposed new rules for protecting imperiled plants and animals that would reverse changes under former President Donald Trump that weakened the Endangered Species Act. The U.S. Fish and Wildlife Service plans to reinstate a decades-old regulation that mandates protections for species newly classified as threatened. That provision was dropped under Trump as part of a suite of changes to the species law encouraged by industry. Officials also would drop consideration of economic impacts when deciding if animals and plants need protection. Another change would expand requirements for federal agencies to consult with the wildlife service or the National Marine Fisheries Service before taking actions. Industry groups and Republicans in Congress have long viewed the Endangered Species Act as an impediment to economic development. …Many of the changes under Trump were finalized during his last weeks in office.

Veszprém, Hungary — Budapest-based design practice Hello Wood has created a temporary, geometrical pavilion made of planted wooden containers shaped in a caleidoscope-like manner, with names of cities and villages engraved on them, symbolizing the collaborative efforts of the 116 municipalities participating in the Veszprém-Balaton 2023 European Capital of Culture program. “For each municipality participating in the VEB2023 program, we have designed a unique planter box, with the name of the municipality clearly displayed on the side, containing a sapling.” …The historical significance of the site, which was home to one of the largest furniture factories in the region for some 120 years, was also a key factor in the design. This historical heritage is commemorated by the cladding of the planter boxes, which is made from almost 120-year-old reclaimed timber, the old larch planking from the recently renovated Drechsler Palace in Budapest.
